The IRS called me back in 33 minutes which is close enough to the promised 28 to be impressive. The guy asked me a million questions to ascertain I am who I claim to be and and then put me on 'a brief 5 to 10 minute hold' while he researched the question.

I do think it's very interesting that he did not question how I knew the IRS had sent a letter but did not know what was in the letter.

After 20 minutes he came back and said that the letter was to inform me that my return had been flagged for special review ('returns are flagged randomly for this sometimes') and said review would take 120 days. If I was due a refund, I will get it 120 days from when the letter was sent - April 11.

I said thank you very much that's all I needed. Then he said 'would you mind if I put you into another brief 5 to 10 minute hold while I type up my notes?' Fine, I said. 25 minutes later he came back to say he was done and our business was concluded. WTF??

WHATEVER! At least now I know they are not waiting for something from me. I have filed a return so I'm not a scafflaw. And maybe in August I'll get a refund.

Then I went to lunch with Myrna and Hazel and John. Which was delicious and fun.

My guess is that if he wasn't on a call, he was supposed to answer another call. And he couldn't write his notes for your call if he was on another call. But why it took more than two minutes to write his notes, I can't answer.
