Two things I don't know

So when California does this vote, will they be voting to oust Gray AND vote in the new guy? Or is the ousting one vote and then later we have the new guy vote? (And, yeah, I think if they get new it will be a guy.)

And... I just heard on TV that there are some 9,000 members of the U.S. Military who have applied for U.S. Citizenship. So how does a non-citizen even join the military? Does it work with just a regular green card? I'm just amazed to hear that there are so many in our armed forces who are not U.S. citizens. Do these people in the military have to do the same crawling over cut glass to maintain our government's requirements for working here?

I'm not really interested in starting fires here, I just serioiusly don't know and am interested in finding out.
