More likely one of the TX gay pride outfits printed the stickers, and this person put it on their plate. Other than Austin, TX is way too conservative for a gp plate. I suspect such a thing would even have trouble in CA-the folks in the San Joaquin valley and orange co would have kittens over it.
I actually did think of that but this was not stuck on... At least if it was it was done invisibly to the eye and touch... I really think it was part of the plate.

I don’t see it on the list of the new digital print plates (http://www.dot.state.tx.us/vtr/vtrreginfo.htm?pg=digplate). But Sewell is a car dearship in North Texas.
I wish - I didn't see it as an option when I registered in TX last August. Other than the texas shaped rainbow flag part that's very much like one of the older plate styles.
Not sure why it doesn't feel like a sticker but I'll have to do more research and see whats up but I agree with a previous poster - aside from here in Austin the rest of Texas would absolutely not allow that.
