Ok, well, the computer gods have deemed today to be Mom and me and the baseball game. I got the laptop organized and I know that the error is a .Net Framework 1.1 issue that others have seen. But no one posted a fix except reinstall OS. Even if I had the OS CD's here, I wouldn't do it. There's other stuff on this machine that ain't mine. So... note to boss. Sorry, boss... what's Plan B? I decided not to get all fractious over it. So I lost a day. Big whup. At least none of my clients have anything critical that they are depending on me for. So...

The pregame show is on TV and I have Mom's stack o' stuff and some empty file folders and an empty trash can and I'm ready for the job.

Go to Microsoft downloads and run and install dotnetfx.exe
Reboot and that should eliminate the fatal execution error as well as the
process, thread and the jit debugger pop up window.

Have you tried this solution?
