Condo crickets

On July 25h the HOA board was to hold a vote (really pro-forma) on an assessment that would mean a $15,614.67 bill would come due for me on September 1. When everybody pitched a screaming fit, they changed the meeting last Monday to an informational one. I did not attend. I was at a Mariner game.
Part of the screaming fit was about the board's total lack of communications.
So, it comes as no surprise that I have not heard one word about any of it. Since we haven't voted, I do not owe the money, yet. BUT, the work is being done and will have to be paid for so how is that going to happen? When?
I'm dying to send a WFT email to the meeting organizer (the guy that the board pays to manage the association) or to the head of the board but I'm holding off for now.
